Responsibility for: Project Managers, Projects Team and Alliance Partner
Capital budget circa £50m. Revenue Budget circa £2m

Purpose of Post
To lead the Project Team in the development of project scopes following appropriate capital investment processes and principles and align with the Amec Project Leaders to ensure delivery of capital productivity improvements. Manages the current year capital budget.

Roles and Responsibilities
ENSURES PROJECTS MANAGED EFFECTIVELY & EFFICIENTLY
Provide leadership to the Capital Improvement team ensuring that Capital Processes are applied effectively to the front-end of the portfolio of works projects.

Prioritise the allocation of Capital funds and Project Alliance Group resources. Ensure that processes and procedures are in place for the Refinery to execute Projects efficiently and effectively, developing departmental goals and policies.

Lead Appraise and Select stages of a few key projects ensuring the Capital Process is applied effectively.

Provide guidance to other departments on the application of the Capital Processes.

Develop and manages the annual revex budget for appraise and select spend on works projects.

MANAGES THE ALLIANCE PARTNERSHIP
To liaise with the Amec Project leader to ensure that works projects are executed in line with capital productivity targets.

IN YEAR CAPITAL BUDGET MANAGEMENT
Ensures that the current year capital budget is effectively managed with regular forecasting of full year spend and develop options for meeting the full year capital budget.

LIASES WITH BUSINESS DEVELOPMENT
Liaise with the Strategy Planning Analyst to develop medium and long-term capital plans. Specifically feed in existing / sanctioned capital projects into longer term out of year plans and liaise on establishment of project teams and project managers.

GENERAL
• Ensures efficient and effective transfer of knowledge with new and exiting team members.
• Responsibility for control of Major Accident Hazards as relevant to the post as described in the Control of Major Accident Hazards [COMAH] Establishment Report for Coryton Refinery [Section 5.1.1].

Qualifications and Experience
Qualifications / Certifications
Degree (or equivalent) in a relevant discipline e.g. Chemical Engineering, Mechanical Engineering or Business Administration.

Experience
A minimum of 10 years relevant experience in petrochemicals, project engineering, process engineering or other similar position desirable.
